April 5, 2022 - This report contains four primary sections: (1) a description of the five key climate hazards affecting California, (2) the major ways those hazards impact sectors across the state, (3) significant existing state‑level efforts underway to address climate change impacts, and (4) key issues for the Legislature to consider in response to these impacts. This is one of a series of reports summarizing how climate change will impact different sectors across California.

February 9, 2016 - In this follow up to California’s High Housing Costs: Causes and Consequences, we offer additional evidence that facilitating more private housing development in the state’s coastal urban communities would help make housing more affordable for low–income Californians.
January 27, 2012 - As part of legislation authorizing seven local governments to participate in a pilot program regarding electronic filing of Statements of Economic Interests forms, the Legislature requested our office to evaluate the pilot program. This report presents our findings.
August 19, 2011 - As part of the 2011-12 budget plan, the Legislature enacted a major shift—or “realignment”—of state program responsibilities and revenues to local governments. In total, the realignment plan provides $6.3 billion to local governments to fund various criminal justice, mental health, and social services programs in 2011-12, and ongoing funds for these programs annually thereafter. We recommend the Legislature address a few pressing implementation issues before this legislative session ends. We also identify a series of more extensive issues that we recommend the Legislature address in early 2012, such as developing local funding formulas with an eye towards the long term, promoting local accountability, and simplifying the plan’s extensive network of accounts and subaccounts.
February 10, 2011 - In this 15-minute video, LAO State Finance Director Jason Sisney describes why public employee retirement costs have risen substantially in recent years for California governments and the Legislature's options for creating new types of retirement benefits for future state and local employees. At the same time, as Sisney discusses, the Legislature may have to identify new funding soon to address substantial unfunded liabilities in the teachers' and University of California retirement systems, among others.

February 1, 2007 - In 1987, a U.S. Supreme Court decision involving two California tribes set in motion a series of federal and state actions that dramatically expanded tribal casinos here and in other states. Now, California’s casino industry outranks all but Nevada’s in size. In this report, we answer key questions, including: How much do tribes pay to California governments? Are the administration’s near-term revenue estimates related to five proposed compacts with Southern California tribes realistic? What powers does the state have to ensure that tribes meet their obligations under the compacts?
February 24, 2005 - The implementation of the federal Help America Vote Act of 2002 (HAVA) represents a significant opportunity for the Legislature to upgrade the state’s election systems and improve the administration of election laws. At a statewide level, the most pressing HAVA deadline is the requirement to have a federally compliant voter registration database operational by January 1, 2006. We offer a number of key considerations to assist the Legislature in implementing HAVA.
February 20, 2002 - We recommend the Legislature delete $50 million proposed to reimburse local governments for the POBOR mandate in the budget year. We recommend the Legislature refer the matter to the Joint Legislative Audit Committee (JLAC) for review and recommendation on possible revisions to the mandate's parameters and guidelines.
