The 2018-19 Budget: Administration of the 2017 Housing Package

February 8, 2018 - This post reviews the Governor’s proposal to provide resources to the California Department of Housing and Community Development to administer the 2017 legislative housing package. Overall, we find the request to be reasonable. We suggest the Legislature consider a few opportunities to give the administration additional direction on how the housing package should be implemented.

The 2019-20 Budget: What Can Be Done to Improve Local Planning for Housing?

February 20, 2019 - As part of the 2019‑20 Governor’s Budget, the administration proposes changing state oversight of local housing decisions and proposes offering rewards to cities and counties to encourage them to plan for and approve housing. To help the Legislature in its consideration of the Governor’s proposals, this report: (1) explains the existing process through which local communities plan for housing, as well as its limitations and shortfalls; (2) describes the Governor’s proposal; (3) provides recommendations on the parts of the proposal aimed at increasing home building in the short term; and (4) offers a package of changes to improve the state’s existing long‑term planning process for housing.

The 2014-15 Budget: Resources and Environmental Protection

February 21, 2014 - In this report, we analyze the Governor's 2014-15 budget for the state's resources and environmental protection programs. We review and make recommendations on a number of major policy proposals, including a review of the administration's recently released Water Action Plan as well as the proposal to reduce or eliminate several programs currently funded by the Beverage Container Recycling Fund (commonly referred to as the "bottle bill"). We find that these policy proposals are generally reasonable approaches, though we identify trade-offs in the proposals and offer recommendations for legislative consideration. The report also identifies several issues included in the Governor's budget that merit additional legislative oversight. This includes the proposal to provide the Department of Parks and Recreation and the Department of Forestry and Fire Protection with a total of $43 million from the General Fund to address deferred maintenance backlogs. While we find that it makes fiscal sense to address deferred maintenance, there is uncertainty about what factors have contributed to the large backlogs, as well as how the state can best address maintenance needs on an ongoing basis.

Sheltering the Homeless: Alternatives to Armories

December 3, 1997 - The state currently makes 26 of the state's National Guard armories available as temporary homeless shelters during the winter months. Our review suggests that the most appropriate role for the state in seeking alternatives to the use of the armories is to help facilitate the local development of new shelters.

The 2012-13 Budget: Unwinding Redevelopment

February 17, 2012 - On February 1, 2012, all redevelopment agencies in California were dissolved and the process for unwinding their financial affairs began. Given the scope of these agencies' funds, assets, and financial obligations, the unwinding process will take time. This report reviews the history of RDAs, the events that led to their dissolution, and the process communities are using to resolve their financial obligations. The report recommends the Legislature amend the redevelopment dissolution legislation to address timing issues, clarify the treatment of pass–through payments, and address key concerns of redevelopment bond investors.

The 2018-19 Budget: Criminal Justice Proposals

February 27, 2018 - The Governor’s budget proposes a total of $17.2 billion from various fund sources for judicial and criminal justice programs in 2018‑19. This is an increase of $302 million, or 2 percent, above estimated expenditures for the current year. The budget includes General Fund support for judicial and criminal justice programs of $13.9 billion in 2018‑19, which is an increase of $270 million, or 2 percent, over the current‑year level. In this report, we assess many of the Governor’s budget proposals in the judicial and criminal justice area and recommend various changes. We provide a complete listing of our recommendations at the end of the report.
