The report provides background on the child welfare system, describes child welfare system disproportionalities and disparities, and lays out potential drivers of these inequities. Additionally, the report identifies a number of decision-making and policy areas that can help address disproportionalities and disparities, and provides options for the Legislature to consider.

February 21, 1990 - One of the Legislature's challenges over the next decade is to promote adequate access to nursing facility beds for the state's population. Our review suggests that it is possible that there will be a disparity between the need for nursing facility services and the growth of bed supply over the next decade. Furthermore, the current Medi-Cal reimbursement system may be (1) contributing to low supply growth, (2) causing access problems to nursing facility beds for Medi-Cal clients, and (3) providing incentives that encourage expansion of facilities that are more costly to operate.

[PDF] Evaluation of CSU's Doctor of Nursing Practice Pilot Program

January 5, 2017 - To increase capacity in its nursing programs during the nursing shortage in the late 1990's, the California State University (CSU) cited a need to increase the number of nursing faculty holding a doctoral degree (required for tenured/tenure-track positions) and expressed interest in establishing its own Doctor of Nursing Practice (DNP) program to prepare such faculty. In response, the state enacted Chapter 416 of 2010 which temporarily allows CSU to offer an independent DNP on a pilot basis. Related legislation requires our office to evaluate the pilot program and make a recommendation regarding its extension. For a variety of reasons, we recommend the Legislature allow the CSU DNP pilot to sunset.
