This measure makes several changes to current laws relating to criminal offenders. The most significant of these changes are new criminal justice programs and funding levels; increased criminal penalties for some crimes; various changes to state parole policies; and several other changes to state laws affecting the criminal justice system, including the establishment of a statewide gang registry, changes to hearsay rules and gang injunction procedures, the use of temporary jails, and release of undocumented persons arrested for violent or gang-related crimes.
