Recommend rejection of 5.2 new positions ($1 million) for department’s Bay Delta Conservation Plan work and development of Delta flow Criteria. Instead, redirect positions from an existing 16 positions and $3.35 million baseline available to support this activity. The proposal, particularly the component related to meeting with other departments and federal partners, involves baseline activity of the department’s existing staff. We find the workload has not been justified to support the addition of new positions.
