March 18, 2002 - California law requires certain employers who provide free parking to their workers to also offer cash in lieu of the parking. The goal is to provide workers an incentive to use transportation alternatives to driving alone. The Air Resources Board has conducted little outreach to make employers aware of the program. Additionally, there are no statewide data on the effectiveness of the program. We recommend that the board (1) conduct outreach to all firms with 50 or more employees and (2) perform periodic surveys to assess the program's effectiveness.
March 15, 2002 - Chapter 107, Statutes of 2001 (AB 38, Strom-Martin), requires the Legislative Analyst’s Office to undertake a study of these special districts. In this review we find that while some individual districts have pursued controversial policies, there is no evidence of a statewide structural governance problem.

February 20, 2002 - We recommend the Legislature delete $50 million proposed to reimburse local governments for the POBOR mandate in the budget year. We recommend the Legislature refer the matter to the Joint Legislative Audit Committee (JLAC) for review and recommendation on possible revisions to the mandate's parameters and guidelines.

Although some significant efforts have been made to control spending, there continue to be ongoing budget problems that will likely result in significant General Fund deficiencies in the current and budget years.

Preliminary analysis indicates that California may fail to meet national standards on a number of performance measures which could result in the loss of federal funds. We review California's record compared to other large states and make recommendations for improving California's performance.

February 20, 2002 - The Department of Information Technology (DOIT) is scheduled to sunset on June 30, 2002. DOIT's overall performance of its legislative mandates is one of limited success. Therefore, we recommend a two-year reauthorization of DOIT and a Bureau of State Audits review of DOIT's progress in meeting its mandated responsibilities.
February 20, 2002 - We recommend that the retirement proposals be rejected because they are very costly. These costs would total over $13 billion, be paid over many years, and tie up future state revenues. In present value terms, the proposal is equivalent to getting about $2 billion worth of fiscal flexibility at a cost of well over $4 billion.
February 20, 2002 - The administration's proposal to "securitize" the state's future revenues from settlement of litigation with tobacco companies is a feasible and reasonable step for the Legislature to consider However, we recommend that the Legislature consider this transaction only if presented a more detailed analysis demonstrating that the net financial outcome would be beneficial to the state.
