Dear Attorney General Lockyer:

Pursuant to Elections Code Section 9005, we have reviewed the proposed initiative constitutional amendment related to term limits for Members of the Legislature (File No. SA 2000 RF 0009).

Currently, state Senators may serve no more than two four-year terms (or eight years) and Assembly Members may serve no more than three two-year terms (or six years). This measure would amend the California Constitution to limit both Senators and Assembly Members to serve 12 years in their respective offices (or three full terms in the Senate and six full terms in the Assembly).

Fiscal Effect

We estimate that this measure would probably have no direct fiscal impact on the state or local governments.
