Dear Attorney General Lockyer:

Pursuant to Elections Code Section 9005, we have reviewed the proposed initiative titled “California Peace Initiative” (File Number SA2003RF0002).

Major Provisions

The federal government is responsible for the nation’s foreign policy. This measure requires the Governor to send the President and the leadership of Congress a specified statement in writing regarding U.S. foreign policy.

Fiscal Effect

This measure would require only written communication by the Governor to federal government officials. The measure therefore would have no fiscal effect.
