Oct 24, 2023 - Chapter  488 of 2006 (AB  32, N ú ñez) established the target of limiting GHG emissions statewide to the 1990 level by 2020. 2030.  Chapter  249 of 2016 (SB  32, Pavley) extended the limit to at least 40  percent below the 1990 level by 2030. 2045.

Mar 10, 2023 - Emissions have decreased since AB 32 was enacted and the state achieved its 2020 goal a year early. However, the rate of reductions needed to reach the SB 32 target are much greater. Chapter 337 of 2022 (AB 1279, Muratsuchi) established an additional objective, requiring the state to achieve carbon neutrality by 2045.
