February 15, 2018 - In this report, we first provide background on adult education and review the restructuring of adult education that the state embarked on in 2013-14. We then describe the Governor’s two 2018-19 adult education proposals. Next, we assess those proposals and examine various unresolved issues relating to the alignment of adult education policies among community colleges and adult schools. Lastly, we make recommendations relating to the Governor’s proposals and policy alignment.
February 27, 2020 - In this brief, we provide an overview of the Governor’s proposed budget for the California Student Aid Commission (CSAC). We then (1) assess the Governor’s Cal Grant cost estimates, (2) analyze the Governor’s proposal to fund a student loan outreach initiative, and (3) analyze the Governor’s state operations proposals for CSAC.
January 6, 2012 - Supplemental report language approved in the 2011 legislative session seeks the LAO's recommendations on the structure and duties of a statewide higher education coordinating body for California. The state currently has no coordinating body, following the Governor’s veto of funding for the California Postsecondary Education Commission in the 2011-12 budget. This report finds a need for robust and deliberate state oversight that enables policymakers to monitor how efficiently and effectively the postsecondary system is serving the state’s needs, and to make changes to improve its performance. This report includes both longer-term recommendations for creating a new state oversight structure as well as interim steps the Legislature could take to help guide the state’s postsecondary policy in the absence of a new agency. February 18, 2015 - The Governor's budget includes $7.8 billion in Proposition 98 funding increases for schools and community colleges, including $5 billion for programmatic increases and $2.8 billion for retiring outstanding obligations. In this report, we recommend the Legislature improve some of the Governor's specific Proposition 98 proposals and reject others. Most notably, though we recommend the Legislature adopt the Governor's proposal to provide $500 million for adult education consortia, we recommend making various programmatic improvements, folding some of the Governor's other proposed workforce funding into the adult education program, and rejecting a couple of the Governor's career technical education proposals. We also recommend rethinking the Governor's Internet infrastructure proposal. Additionally, we have various recommendations relating to the Local Control Funding Formula, county offices of education, and education mandates.

January 1, 2003 - Supplemental report language (SRL) of the 2002-03 Budget Act directed the Legislative Analyst’s Office (LAO) to convene a working group to (a) reexamine the California Postsecondary Education Commission’s (CPEC) statutory responsibilities; (b) identify ways that the commission can effectively perform its responsibilities within its budgeted resources; and (c) consider recommendations put forth by the Joint Committee to Develop a Master Plan for Education related to current CPEC functions and the development of a successor agency. This report presents the primary issues identified by the working group and the relevant findings and policy options discussed.
February 15, 2018 - In this report, we first provide background on online education at the California Community Colleges (CCC), California State University (CSU), and University of California (UC). We then describe the Governor’s proposal to create a new intersegmental online program, assess that proposal, and make an associated recommendation.
December 5, 2012 - A century and a half after the founding of adult education in the state, we find that the system faces a number of major problems and challenges, including: (1) an overly broad mission; (2) lack of clear delineations between adult education and collegiate coursework at community colleges; (3) inconsistent and conflicting state-level policies; (4) widespread lack of coordination among providers; and (5) limited student data, which impairs the public's ability to hold the system accountable for performance. Given adult education's numerous and significant challenges, we believe the system is in need of comprehensive restructuring. This report lays out a vision and roadmap for a more efficient and effective system. Our package of recommendations includes: (1) a state-subsidized system focused on adult education's core mission; (2) common, statewide definitions that clearly differentiate between adult education and collegiate education; (3) a common set of policies for faculty and students at adult schools and community colleges; (4) a dedicated stream of funding that creates incentives for cooperation among providers, with new adult education funds allocated based on regional needs; and (5) an integrated data system that tracks student outcomes and helps the public hold providers accountable for results.
April 11, 2014 - Due to a combination of poor budgeting practices and competing funding priorities, all of the state's education segments currently have a backlog of deferred maintenance projects. The Governor’s budget includes a package of proposals to begin addressing this backlog. While we commend the administration for highlighting deferred maintenance as a problem, we have concerns with the Governor's specific proposals and recommend the Legislature consider various alternatives. Looking beyond 2014-15, we believe the state should have a long-term strategy for properly maintaining education facilities. While a one-size-fits-all response very likely is not appropriate for such a diverse array of education segments, segment-specific plans likely could be very helpful. To this end, we recommend the Legislature require the education segments to develop plans that detail how much they set aside annually for scheduled maintenance, how they plan to eliminate their existing deferred maintenance backlogs over the next several years, and how they plan to avoid creating new backlogs thereafter. (In contrast to the other segments, we believe the state should not impose additional maintenance requirements on elementary and secondary schools at this time. The different approach for schools acknowledges the state’s recent decision to shift fiscal decision making and accountability for many aspects of schools’ operations—including maintenance—to the local level.)
February 20, 2020 - This report provides an overview of the proposed and approved IT projects in the Governor’s proposed 2020-21 budget. We first provide relevant background information on the state’s IT project approval process, approaches to development and implementation of projects once approved, maintenance and operation of IT systems once completed, and requirements for state government entities to request resources for projects through the budget process. We then identify and summarize the budget requests to plan proposed projects and to develop and implement projects (whether proposed or approved).

In the next three sections, we describe and assess the major changes in specific Proposition 98 proposals for K-12 education, early education, and the California Community Colleges (CCC), respectively.
