We have reviewed the proposed "Unalienable Rights" initiative measure
(A.G. File No. 10‑0016).

Pursuant to subsection (c) of Section 9005 of the Elections Code, we are informing you that, in our opinion, a reasonable estimate of the net impact of this proposed initiative measure cannot be prepared within 25 working days from the date this proposed initiative was received. The measure purports to place fundamental limitations on the state's authority to make laws; administer programs and regulations; and raise revenues pertaining to the use of air, water, land, and other natural resources in the state. The full scope of these changes is uncertain, but is potentially very broad. Accordingly, pursuant to subsection (c) of Section 9005 of the Elections Code, we are informing you that it is our opinion that the measure likely would result in a substantial net change in state or local finances if adopted.
