a Reflects state cost of project (excluding nonstate costs). UC and CSU are to issue revenue bonds to finance the projects. Community colleges may issue local revenue bonds or wait for a state financing alternative to be developed next year as part of the 2024-25 budget process. All of the projects listed were shifted from cash to debt financing as part of the 2023-24 budget process, with the exception of the CSU Chico Human Identification Lab and CSU San Bernardino Physician Assistant program facilities, which were new debt-financed projects (never proposed for cash funding). 
b Chapter 189 of 2023 (SB 104, Skinner) provides CCC with an ongoing $61.5 million non-Proposition 98 General Fund augmentation to support the financing of these projects.
c Chapter 38 of 2023 (AB 102, Ting) provides CSU with an ongoing $99.7 million General Fund augmentation to support the financing of these projects.
d Chapter 189 of 2023 (SB 104, Skinner) provides UC with an ongoing $84 million General Fund augmentation to support the financing of these projects.
