a Proposition 56 (2016) earmarked up to $40 million in tobacco-tax revenue for a certain GME program. As tobacco-tax revenue has dropped over time, the state has provided General Fund to backfill the shortfall. Rather than increasing the backfill as proposed in the Governor's budget, the May Revision proposes to eliminate the General Fund backfill entirely. | |||
