a Reflects budgeted FTE students. Estimates for 2024-25 and 2025-26 reflect 2.35 percent systemwide enrollment growth across the two years, as well as other enrollment adjustments. The decline is due primarily to the phase out of the pandemic-related emergency conditions allowance over this three-year period.
b The counts for 2024-25 and 2025-26 resident undergraduates reflect state expectations as specified in the 2025-26 Budget Act. The 2025-26 Budget Act also includes a 2026-27 enrollment expectation for CSU. CSU is to add 10,161 FTE students in 2026-27, bringing its resident undergraduate enrollment to 360,160 FTE students that year.
c The counts for 2024-25 and 2025-26 resident undergraduates reflect state expectations as specified in the 2025-26 Budget Act. The 2025-26 Budget Act also includes out-year enrollment expectations for UC. UC is to add 2,968 FTE students in 2026-27, bringing its resident undergraduate enrollment to 212,503 FTE students that year. (UC anticipates exceeding these expectations, with estimated resident undergraduate enrollment of 209,585 FTE students in 2024-25 and 211.368 FTE students in 2025-26.)
           
Notes: At CCC, 1 FTE student is 525 contact hours per year, which on average generates about 24 credits. For undergraduate education at CSU and UC, 1 FTE student is 30 credit units. For graduate education at CSU, UC, and UC Law SF, 1 FTE student is 24 credit units. UC Law SF enrollment reflects resident enrollment in its juris doctor program.
