| Finding or Recommendation: | The Governor has three major special session proposals in the resources area that have substantial General Fund implications, both positively and negatively, and that each involve significant policy choices for the Legislature. The Governor also proposes changes to the California Environmental Quality Act (CEQA) as part of his "Jobs Package." |
