| Finding or Recommendation: | Reject Governor's January proposal to reduce Title 5 child care provider rates by 10 percent. Also reject Governor's May proposal to reduce maximum voucher rates to the 40th percentile of 2005 market rates. Make needed reductions from menu of other options. |
