February 17, 2017 - In this analysis, we discuss our findings and recommendations regarding three proposals for the Department of Consumer Affairs (DCA) included in the Governor's 2017-18 budget: (1) BreEZe Information Technology System, (2) DCA Organizational Change Management, and (3) Registered Nursing Military Education and Experience. We discuss our findings and recommendations regarding DCA's two cannabis-related proposals in our recent report, The 2017-18 Budget: The Governor's Cannabis Proposals.

Oversight of Private Colleges in California

December 17, 2013 - California's Bureau for Private Postsecondary Education (Bureau) oversees private colleges operating in the state, but some institutions are exempt from the Bureau's oversight by virtue of their accreditation. This report compares the oversight provided by regional and national college accrediting agencies with the Bureau's oversight to assess the extent to which accreditors and the Bureau provide the same level of student protection. We make a number of recommendations in the report, including (1) continuing the exemption for most regionally accredited schools but conducting a limited review of business practices for a small number of these schools that are deemed higher risk, (2) reducing the scope of reviews for some nationally accredited schools that currently are subject to full state oversight, and (3) providing an opportunity for exempt schools to volunteer for a limited business practices review to help them meet new federal requirements.

January 16, 2015 - Chapter 425, Statutes of 2010 (AB 2382, Blumenfield), authorizes the California State University (CSU) to award independent doctor of physical therapy (DPT) degrees. The legislation followed a 2009 decision by the sole accrediting organization recognized by the federal government to accredit physical therapy programs to no longer accredit programs at the master’s level. The legislation requires CSU, the Department of Finance, and the Legislative Analyst’s Office to conduct a joint evaluation of CSU DPT programs by January 2015. The joint team found that CSU DPT programs comply with the provisions of Chapter 425. In addition, the review raised a number of broader issues regarding state tuition policy, expansion of academic programs, year-round programs, and additional CSU doctoral programs.

December 19, 2017 - Chapter 747 of 2014 (SB 850, Block) authorizes California Community Colleges (CCC) to offer baccalaureate (bachelor’s) degrees on a pilot basis at 15 community college districts. It also requires the Legislative Analyst’s Office to conduct an interim evaluation of the pilot program. This report fulfills that statutory requirement. In this report, we provide background on CCC’s role in California’s higher education system and describe the main components of the statewide pilot program. We then (1) describe and evaluate the selection of the pilot bachelor’s degree programs, (2) provide initial information about students participating in the pilot programs, and (3) discuss the financing of these programs. We conclude by identifying issues for the Legislature to consider as the 15 colleges continue implementing the pilot program.

[PDF] Streamlining Nursing Education Pathways: A Progress Report On Assembly Bill 1295 (Fuller)

March 15, 2011 - Chapter 283, Statutes of 2009 (AB 1295, Fuller), requires our office to report by March 15, 2011 on the progress of the California Community Colleges (CCC) and California State University (CSU) in developing nursing education pathways in time for the 2012 13 academic year. We find that CCC and CSU are generally on track to implement the requirements of AB 1295, though further work is needed. Our report offers some specific suggestions for systemwide changes intended to promote seamless transfer of nursing students from CCC to CSU.

January 5, 2017 - To increase capacity in its nursing programs during the nursing shortage in the late 1990's, the California State University (CSU) cited a need to increase the number of nursing faculty holding a doctoral degree (required for tenured/tenure-track positions) and expressed interest in establishing its own Doctor of Nursing Practice (DNP) program to prepare such faculty. In response, the state enacted Chapter 416 of 2010 which temporarily allows CSU to offer an independent DNP on a pilot basis. Related legislation requires our office to evaluate the pilot program and make a recommendation regarding its extension. For a variety of reasons, we recommend the Legislature allow the CSU DNP pilot to sunset.

The 2019-20 Budget: Special Education Teaching Performance Assessment

April 30, 2019 - In this web post, we analyze the Governor’s 2019-20 proposal to provide $1.2 million for the Commission on Teacher Credentialing (CTC) to develop and implement a performance assessment for prospective special education teachers. We provide background, describe the Governor’s proposals, assess the proposal, and offer associated recommendations. We recommend the Legislature adopt the proposal but direct CTC to collect additional data to determine how the new assessment may affect interest, workload, and completion rates for special education teacher preparation programs.

[PDF] The 2017-18 Budget: The Governor's Cannabis Proposals

February 14, 2017 - Voters legalized the use of medical cannabis in California in 1996, and the Legislature approved the Medical Cannabis Regulation and Safety Act (MCRSA) in 2015. In November of 2016, voters approved Proposition 64, which legalized and created a regulatory framework for the nonmedical use of cannabis. In the coming year, the Legislature will face key choices about whether it wants to make statutory changes to bring the regulatory frameworks of MCRSA and Proposition 64 into greater alignment. Additionally, the Legislature will need to determine the staff and other resources to provide to the various agencies charged with regulating and taxing the cannabis industry. We recommend the Legislature (1) work with the administration to enact legislation to align the regulation of medical and nonmedical cannabis to the maximum extent possible, (2) make its decisions on the extent to which it wants to align the regulatory structures for medical and nonmedical cannabis before making its decisions on the Governor’s requested funding and related positions, and (3) take a more incremental approach to budgeting for departments that are requesting resources in 2017-18.

Modernizing the Functions Of the Commission on Teacher Credentialing

April 27, 2006 - State law establishes the Commission on Teacher Credentialing (CTC) and entrusts it with accrediting teacher preparation programs, credentialing teachers, and monitoring teacher conduct. In this report, we describe each of these three teacher-quality functions, identify related shortcomings, and propose various recommendations for overcoming them. The recommendations seek to simplify existing teacher-quality processes, reduce redundancies, strengthen accountability, and foster greater coherence among education reforms. Taken as a package, these recommendations would improve how the state ensures teacher quality and eliminate CTC.
