Statutory requirement for submittal of AB 32 zero-based budget by April 1, 2011

Apr 28, 2011 - Funding for AB 32 implementation in the budget year was approved by the Legislature earlier this year in the budget process, presumably based on the assumption that the Administrat ion would make a good-faith effort to comply with the statutory requirement (and be on time) and that the Legislature would make any necessary adjustments to the AB 32 budgets afte r having evaluated the ZBB report.

April income tax collections on track to be $300 million above projections

Apr 28, 2011 - Through the end of March 2011 , General Fund agency cash tax revenues were running approximately $2 billion above year-to-date projections for 2010-11. In the next few weeks, the state's budget forecasters will have to consider how to incorporate these higher year-to-date tax collections into final state revenue projections for 2010-11, as well as 2011-12.

Apr 27, 2011 - Last year, the Governor requested three positions for workload associated with AES.  The Legislature instead approved  one two-year limited term position.   AES Legislation Was Enacted  in 2010.   Subsequent to the Legislature 's evaluation of the CPUC 's 2010-11 budget request related to AES,  Chapter 469, Statutes of 2010 (AB 2514, Skinner), was enacted to provide  Legislature 's  policy direction in the area of AES.

State Water Project staffing for implementation of biological opinions

Apr 27, 2011 - In our initial analysis we also questioned the need for permanent staff when many of these activities will be completed over the next several years.   The department agreed that the workload is of a limited duration, but it has identified a significant number of future projects that these positions will work on after the comple tion of the workload listed in the Governor ’s proposal.

MOU Fiscal Analysis: Bargaining Units 6 and 13 [Publication Details]

Apr 8, 2011 - We reviewed the proposed Memorandum of Understanding (MOU) for Bargaining Unit 6 (Correctional Peace Officers) and Unit 13 (Stationary Engineers). If adopted, the MOUs would result in increased state costs in the current year, savings in 2011-12, and costs thereafter. Overall, the MOUs would reduce state Bargaining Unit 6 and 13 employee compensation costs in 2011-12 by about 3.6 percent.
