If the state switches to an enrollment ‑based student count, we recommend the state use enrollment averaged across the school year, similar to how ADA is currently calculated.

Because nonfederal IHSS costs have grown faster than the MOE in recent years, the state has taken on an increasing share of IHSS program costs.
