The 2026-27 Budget: Office of Emergency Services Next Generation 911 System

Feb 27, 2026 - OES reports spending $334  million out of SETNA between 2013 ‑14 and 2016 ‑17 for both legacy and Next Generation 911. 2018 ‑ 2019 —Implementation Funding Requested, Plans Outlined. The 2018 ‑19 budget package provided $11.5  million in 2018 ‑19 (increasing annually to $83.6  million in 2022 ‑23) from SETNA and six positions for OES to build out and support the Next Generation 911 system and maintain the legacy 911 system.

At the federal level, the National Emergencies Act (NEA) was enacted in 1976 to rein in presidential emergency powers and provides that a national emergency will end automatically after one year unless the President publishes a notice of renewal in the Federal Register.

Feb 8, 2018 - The program authorizes the issuance of bonds backed by personal income tax revenues raised under the Mental Health Services Act (Proposition  63 of 2004). Before these bonds can be issued, the state must complete a validation process whereby the courts determine whether issuance of the bonds is legal.
