The 2019-20 Budget: Assessing the Governor's 1991 Realignment Proposals

Mar 8, 2019 - Once the state minimum wage reaches $15. 00 p er hour (scheduled to occur on January 1, 2022), the budget proposes to ( 1)  i ncrease the counties ’ share of nonfederal costs associated with locally established IHSS provider wage and benefit from 35  p ercent to 65  p ercent (with the state paying for the remaining share of cost) and ( 2)  e liminate the state participation cap.
