Oct 7, 2020 - This is a net decrease of $2.2  billion, or 57  percent, compared to the estimated spending level for 2019 ‑20. This decrease is primarily a result of the expiration of funding provided to the department on a one-time basis in 2019 ‑20 as a result of the COVID-19 emergency.
