The 2026-27 Budget: Proposition 98 Guarantee and K-12 Spending Plan

Feb 4, 2026 - This analysis suggests that the state could expect 2025 ‑26 revenues to be as much as $9  billion higher or lower than the updated estimates it will have in May. If revenues fall short of projections by $9  billion, the guarantee would decrease by about $3.5  billion relative to the May estimate.
