Feb 23, 2026 - After finding the state in violation, the court appointed a Special Master in 1995 to monitor the state ’s progress. The court and the Special Master oversaw the state ’s efforts to fully implement the court ‑ordered remedies necessary to bring the delivery of prison mental health care into compliance.
