The Legislature approved LCI ’s request to establish its own IT unit in 2023 with some ongoing support ($5.2  million and 15 positions) and some limited-term funding ($3.7  million through 2025-26).

Feb 10, 2026 - To the extent CPUC determines it needs continued resources, it could request them through a future budget request. This approach would have the advantage of placing the commission and Legislature in a better position to assess the level of ongoing workload, as they would ha ve the benefit of more details on the approach to the credit that CPUC ultimately decides to undertake.

The 2026-27 Budget: Permitting Support at the State Water Resources Control Board

Mar 2, 2026 - We find the request for additional positions and associated funding justified and supported by SWRCB ’s workload data. The state has a statutory responsibility to regulate waters that were formerly under federal jurisdiction (and has an interest in doing so given the implications for drinking and agricultural water quality and fish and wildlife habitat).
