Feb 16, 2023 - Between 2015 ‑16 and 2021 ‑22, about 1,700 unique individuals were issued an RLAA and/or RLLS. State Has Recently Provided Various One ‑Time Funding to Support Improvement in Literacy. The state has funded various one ‑time literacy initiatives with Proposition  98 General Fund and federal funds in recent budgets.

Feb 15, 2022 - This rate reflected notable improvements compared to results from 2015 —when around 40  percent of third and fourth graders met or exceeded standards. Since the COVID ‑19 pandemic, a limited set of state assessment results from 2020 ‑21 showed the share of students in third and fourth grade who met or exceeded state English language arts standards dropping to around 40  percent.

The 2022-23 Budget: Educator Workforce Proposals

Feb 23, 2022 - In addition, data from 2019 ‑20 indicated that the number of new teaching credentials issued was at a five ‑year high, increasing by 16.5  percent compared to 2015 ‑16 levels. Pandemic ‑related impacts on teacher supply could also be alleviated moving forward as schools and the state better manage the pandemic, and as the direct effects of the pandemic on schools begin to diminish.

The 2022-23 Budget: Expanded Learning Programs

Feb 16, 2022 - The 21st Century program was established by the federal Elementary and Secondary Education Act in 1994, and reauthorized in the federal Every Student Succeeds Act in 2015. The key components of ASES and the 21st Century program, including funding levels for 2020 ‑21, are shown in Figure  1 .
