Provisional Licensees Did Not Have Appeal Rights, Which Contributed to Dearth of Cases Between 2017-18 and 2025-26. In 2018-19, CCAP asserted that in light of the thousands of applications that were being received by DCC at the time, that “hundreds of appeals ” would follow.

Improving Legislative Oversight of Emergency Authorities

Apr 10, 2025 - Figure  3 shows the distribution of the 36 states by the amount of time in which their Governors or Legislatures must act. At the federal level, the National Emergencies Act (NEA) was enacted in 1976 to rein in presidential emergency powers and provides that a national emergency will end automatically after one year unless the President publishes a notice of renewal in the Federal Register.

We recommend that the Legislature continue to direct OES to provide project and expenditure reports to the Legislature, preferably on a monthly (project) and quarterly (expenditures) basis in 2026 ‑27 and ongoing until legacy 911 has been fully decommissioned.
