May 27, 2025 - The last meaningful and comprehensive update of the Bay-Delta WQCP (Bay-Delta Plan) plan occurred in 1995, despite acknowledgments by SWRCB that the current plan is not adequately protecting beneficial uses and the fact that native fish populations have dropped precipitously.

The 2022-23 Budget: State Water Resources Control Board—Bay-Delta Plan Update

Jan 31, 2022 - While the overall plan received some updates in 2006, the last major update was in 1995. SWRCB has been in the process of developing new updates to the plan since 2009. In 2018, the board adopted Phase I of these new updates, which includes new water quality flow objectives for the lower San  Joaquin River and its tributaries (the Stanislaus, Tuolumne, and Merced Rivers), as well as updated salinity objectives for the South Delta.
