We thus concluded that a single taxpayer identification number may not be the most appropriate means of linking the ability of the tax agencies to share data. The CDCR estimates of both soft costs and contingencies are linked by ratios to “hard ” construction costs. Double the amount of hard costs, and soft costs and contingencies double too. These ratio –driven factors appear to be contributing significantly to the higher costs for infill beds that are now being estimated for the CDCR projects.
