a Reflects budgeted FTE students. Actual student counts are expected to be lower each year of the period. In 2024-25, the state is funding 0.5 percent systemwide enrollment growth, but enrollment is expected to increase at a higher rate as some districts continue to recover to pre-pandemic enrollment levels.
b The 2024-25 Budget Act also includes out-year enrollment expectations. CSU is to add 10,161 FTE students in 2025-26, bringing its resident undergraduate enrollment to 350,107 FTE students that year. UC is to add 2,947 FTE students in 2025-26 and 2,968 FTE students in 2026-27, bringing its resident undergraduate enrollment to 212,503 FTE students in 2026-27.
 
Notes: At CCC, 1 FTE student is 525 contact hours per year, which on average generates about 24 credits. For undergraduate education at CSU and UC, 1 FTE student is 30 credit units. For graduate education at CSU, UC, and UC Law SF, 1 FTE student is 24 credit units. UC Law SF enrollment reflects resident enrollment in its juris doctor program.
