Note: The original compact is a five-year aspirational plan between the Governor and UC/CSU leadership. The revised plan reflects state budget actions through 2025-26, along with legislative intent throughout the remainder of the period. The deferrals enacted in 2025-26 generate one-time state savings, along with a future one-time cost to retire. The one-time back payments planned for 2027-28 are intended to address that UC/CSU did not receive a net unrestricted base increase in 2025-26. Under the state's multiyear budget plan, the state intends to provide UC/CSU with a 5 percent base increase in 2026-27, along with a 2 percent base increase delayed from 2025-26. In 2028-29, the state would provide the remaining 3 percent base increase delayed from 2025-26. |
