February 13, 2020 - This report assesses the Governor’s major 2020-21 budget proposals related to climate change. The four proposals we evaluate are the Governor's (1) cap-and-trade expenditure plan ($965 million), (2) expanded climate adaptation research and technical assistance activities ($25 million), (3) new Climate Catalyst loan fund ($250 million), and (4) climate bond ($4.75 billion).

April 4, 2018 - The 2017-18 budget package authorized a plan to borrow $6 billion from the Pooled Money Investment Account—an account that is essentially the state’s checking account—to make a one-time supplemental payment to the California Public Employees' Retirement System. All funds that make pension payments will repay the loan over the next decade or so. Authorizing legislation gives the administration some discretion over how funds will repay the loan, but the statute includes a variety of repayment requirements. In our view, while the basic elements of the administration’s repayment plan are reasonable, we have serious concerns about some choices the administration made. To address these concerns, in this report, we recommend a modified repayment approach that would: (1) be consistent with the authorizing legislation, (2) allocate repayment costs across funds appropriately and publicly, and (3) provide incentives to create more cost-effective outcomes.
March 2, 2015 - In this report, we review the Governor's 2015-16 budget proposals for various transportation departments and programs, including the California Department of Transportation (Caltrans), California High-Speed Rail Authority (HSRA), California Highway Patrol, and the Department of Motor Vehicles. June 8, 2017 - In April 2017, the Legislature enacted Chapter 5 (SB 1, Beall), also known as the Road Repair and Accountability Act. The administration estimates this legislation will increase state revenues for California’s transportation system by an average of $5.2 billion annually over the next decade. In this report, we (1) provide a brief background on the state’s transportation system, (2) describe the major features of the transportation funding package contained in the legislation, and (3) discuss issues for the Legislature to consider moving forward.

This is an increase of $664 million, or 4 percent, over the estimated current–year expenditures.
