February 27, 2020 - In this brief, we provide an overview of the Governor’s proposed budget for the California Student Aid Commission (CSAC). We then (1) assess the Governor’s Cal Grant cost estimates, (2) analyze the Governor’s proposal to fund a student loan outreach initiative, and (3) analyze the Governor’s state operations proposals for CSAC.
February 15, 2018 - In this report, we first provide background on adult education and review the restructuring of adult education that the state embarked on in 2013-14. We then describe the Governor’s two 2018-19 adult education proposals. Next, we assess those proposals and examine various unresolved issues relating to the alignment of adult education policies among community colleges and adult schools. Lastly, we make recommendations relating to the Governor’s proposals and policy alignment.
January 6, 2012 - Supplemental report language approved in the 2011 legislative session seeks the LAO's recommendations on the structure and duties of a statewide higher education coordinating body for California. The state currently has no coordinating body, following the Governor’s veto of funding for the California Postsecondary Education Commission in the 2011-12 budget. This report finds a need for robust and deliberate state oversight that enables policymakers to monitor how efficiently and effectively the postsecondary system is serving the state’s needs, and to make changes to improve its performance. This report includes both longer-term recommendations for creating a new state oversight structure as well as interim steps the Legislature could take to help guide the state’s postsecondary policy in the absence of a new agency. February 20, 2020 - This report provides an overview of the proposed and approved IT projects in the Governor’s proposed 2020-21 budget. We first provide relevant background information on the state’s IT project approval process, approaches to development and implementation of projects once approved, maintenance and operation of IT systems once completed, and requirements for state government entities to request resources for projects through the budget process. We then identify and summarize the budget requests to plan proposed projects and to develop and implement projects (whether proposed or approved).
February 12, 2021 - In this post, we provide background on school-based mental health services, describe the Governor’s proposals aimed at increasing such services, provide our assessments of the proposals, and offer associated recommendations.
January 1, 2003 - Supplemental report language (SRL) of the 2002-03 Budget Act directed the Legislative Analyst’s Office (LAO) to convene a working group to (a) reexamine the California Postsecondary Education Commission’s (CPEC) statutory responsibilities; (b) identify ways that the commission can effectively perform its responsibilities within its budgeted resources; and (c) consider recommendations put forth by the Joint Committee to Develop a Master Plan for Education related to current CPEC functions and the development of a successor agency. This report presents the primary issues identified by the working group and the relevant findings and policy options discussed.
February 18, 2015 - The Governor's budget includes $7.8 billion in Proposition 98 funding increases for schools and community colleges, including $5 billion for programmatic increases and $2.8 billion for retiring outstanding obligations. In this report, we recommend the Legislature improve some of the Governor's specific Proposition 98 proposals and reject others. Most notably, though we recommend the Legislature adopt the Governor's proposal to provide $500 million for adult education consortia, we recommend making various programmatic improvements, folding some of the Governor's other proposed workforce funding into the adult education program, and rejecting a couple of the Governor's career technical education proposals. We also recommend rethinking the Governor's Internet infrastructure proposal. Additionally, we have various recommendations relating to the Local Control Funding Formula, county offices of education, and education mandates.

February 21, 2020 - In this report, we provide an overview of the Governor’s early education proposals, then analyze his three major early education proposals. Specifically, we analyze his proposals to (1) expand the number of full‑day preschool slots, (2) create a new department to administer child care programs, and (3) fund facilities for more preschool programs.
January 31, 2020 - In response to concerns over K‑12 student achievement gaps, the Legislature tasked our office with convening a work group on the topic and submitting a report. The required report needed to: (1) examine data on K‑12 student achievement gaps, (2) identify funding provided for disadvantaged and low‑performing students, (3) assess existing state efforts to serve these students, and (4) develop options for better supporting these students. This report responds to these requirements.
February 15, 2018 - In this report, we first provide background on online education at the California Community Colleges (CCC), California State University (CSU), and University of California (UC). We then describe the Governor’s proposal to create a new intersegmental online program, assess that proposal, and make an associated recommendation.
February 7, 2020 - As part of his budget plan for 2020‑21, the Governor proposes six government reorganizations across several policy areas. In many cases, the Governor proposes consolidating agencies or shifting responsibilities from existing agencies to newly established entities. The proposals would affect a broad array of state departments, offices, and commissions that perform a wide range of functions. In reviewing the Governor’s reorganization proposals, there are many issues for the Legislature to consider in determining whether to approve or reject each proposal. In this brief, we outline a broad framework to consider these issues. Specifically, we recommend that the Legislature consider key questions when evaluating the proposals.
