California's Changing Income Distribution

August 10, 2000 - In recent decades the distribution of adjusted gross income reported on California tax returns has shifted significantly, with the share attributable to the top 20 percent of returns rising and that for the bottom 80 percent falling. We examine the changes in California's income distribution and their causes.

Income Mobility in California Across Generations

January 4, 2017 - In this report, we analyze intergenerational income mobility in California—the extent to which children attain higher (or lower) incomes than their parents. We find that California children have somewhat higher rates of income mobility than their peers in other states. The report’s findings suggest this is the result of their parents’ and their own characteristics, not because growing up in California results in more mobility.

January 1, 1989 - This report reviews the federal Family Support Act of 1988, the major welfare reform legislation recently enacted by Congress. The report discusses each provision of the Family Support Act (FSA) that (1) requires either a significant change in current California law or practice or (2) provides the state with a new programmatic option. Each discussion describes the new provision, indicates when the state must implement the provision, describes how the provision differs from current state law, and outlines the issue that it presents to the Legislature. In most cases, we recommend a course of action for the Legislature to take to implement the provision.
