The 2020-21 Budget: Cal Grant Cost Estimates

Nov 21, 2019 - As Figure  1 shows, Cal Grant spending increased from $1  billion in 2009 ‑10 to $2.1  billion in 2017 ‑18, reflecting an average annual growth rate of 9.2  percent. The bulk of increased spending over this eight-year period was due to growth in the entitlement program.
