Nov 14, 2018 - We note that this recent growth in IHSS service hours is higher than historical growth trends. This, in part, may be due to IHSS service hours being temporarily reduced in some years and restored in others, resulting in IHSS service hours fluctuating by a greater amount year to year relative to average growth trends.

The IHSS program is one of the largest personal care service programs affected by the EVV requirement, with over 500,000 consumers and almost 500,000 providers.
