Feb 9, 2022 - (Of this amount, the Governor also proposes to transition $147  million of provider payment increases on an ongoing basis from Proposition  56 revenues to the General Fund.) If  the  referendum fails (resulting in voter rejection of the flavored tobacco ban), Proposition  56 revenues will be higher than expected, reducing the need for General Fund to maintain the Proposition  56 ‑funded provider payment increases by roughly $120  million.
