Improving California’s Prison Inmate Classification System

May 2, 2019 - Since 2000, there have been two substantial changes in inmate housing conditions. First, the state has significantly reduced the level of overcrowding in its prisons. As of January 31, 2000 state prisons were at about 195  p ercent of their design capacity.
