We recommend the Legislature require CDFA to report at budget hearings on the status of its efforts to address the spread of ACP and HLP, including whether the proposed level of resources will be sufficient on an ongoing basis to address the threat posed by ACP and HLB to the state ’s citrus crops.

Mar 28, 2018 - ACP is a non-native insect pest that serves as the vector for HLB. When the ACP feeds, it injects a toxin that causes citrus tree leaves to twist and die. More importantly, ACP is the vector of the bacterium that causes HLB, an incurable disease that eventually causes trees to die.
