Addressing California’s Convenience Zone Recycling Center Closures

May 16, 2016 - A market-based system would replace processing payments with a system that makes the manufacturer responsible for the recycling of its CRV materials. Under this structure, a manufacturer would be required to purchase a certain amount of containers from the California recycling market based on the total amount of CRV containers that it sold in California.
