May 5, 2025 - Two key court decisions addressed this issue: 2007 Court Ruling Allowed Local Governments to Seek Reimbursement for Water Board Mandates. Prior to 2007, state statute exempted water boards ’ water quality permits from the state mandate process (and, therefore, consideration for reimbursement) as they were generally understood to be implementing federal law.
