Improving California’s Prison Inmate Classification System

May 2, 2019 - As discussed ea rlier, inmates with outstanding felony detainers are excluded from Minimum Custody, and therefore ineligible for placement in conservation camps and MSFs. The rationale is that such inmates have an incentive to escape from prison to avoid facing felony charges.
