Aug 14, 2025 - The State Constitution allows for city (and county) local affairs to be governed under either the general laws of the state or under a charter adopted by local voters. Charter cities generally have authority to adopt their own local laws whic h generally supersede state law.

Dec 12, 2023 - The state is responsible for paying the remaining share of cost. To cover this share, the state generally uses money from the General Fund, the state ’s primary budget account. In some cases, money from other sources is used, such as funds from counties for services required to be funded by counties under state law.
