Feb 24, 2026 - If  CSU were to receive a base General Fund increase and designate none of it for capital improvements, its backlog would continue to grow, and facility conditions would worsen. To mitigate this issue, we recommend the Legislature adopt provisional budget language earmarking some share of any approved base increase for capital renewal projects to help campuses make progress on def erred maintenance and critical facility renewals.

The 2026-27 Budget: California Community Colleges

Mar 5, 2026 - This formula is intended to create stronger incentives for colleges to enroll lower ‑income students and improve outcomes for them and students overall. Under SCFF, districts receive apportionment funding for regular credit courses based on three components: (1)  a base allocation linked to  enrollment, (2)  a supplemental allocation linked to low ‑income student counts, and (3)  a student success allocation linked to specified student outcomes.
