We recommend the Legislature (1)  assess whether the activities that appear to go beyond the required scope of AB  1207 are consistent with legislative intent, as well as whether they are high priorities for funding given the state ’s serious budget challenges, and (2)  make corresponding changes to the level of staffing and funding provided, as relevant.

The 2026-27 Budget: Permitting Support at the State Water Resources Control Board

Mar 2, 2026 - Recommendations Approve Positions and Funding. We recommend the Legislature approve SWRCB ’s proposal for 12 new permanent positions and $2.6  million ongoing from the Waste Discharge Permit Fund. The water boards ’ workload has increased and providing additional resources would help prevent unnecessary delays in the permitting process and allow them to better enforce permit requirements.
