Aug 22, 2019 - We assume that (1)  the interest rate for bonds would average 5  percent, (2)  they would be sold over the next 10 years, and (3)  all bonds would be issued for a 30-year term. Based on these assumptions, the cost to taxpayers to repay the bonds would average about $385  million annually over the next 40 years —totaling $15.4  billion to pay off both principal ($7.9  billion) and interest ($7.5  billion).
