Overview and Update on the Prison Receivership

Nov 8, 2023 - (We note that about $170  million of this increase is due to spending related to the COVID ‑19 pandemic in 2021 ‑22.) As shown in Figure  3 below, inflation ‑adjusted spending on medical care increased every year over this time period, with the exception of 2009 ‑10 and 2010 ‑ 11 —when spending was reduced in response to the Great Recession —and 2012 ‑ 13 —when spending declined due to a reduction in the prison population associated with the 2011 realignment.
