Feb 27, 2026 - Responsibility for public safety communications (including the 911  system) was subsequently transferred to OES in 2013 through budget action during the Brown administration. The  Legislature then enacted Chapter  926  of  2014 (S B  1211 ,  Padilla), which directed OES to develop a plan and time line for testing, implementing, and operating a Next Generation 911 system, including text ‑to ‑911.
