Given the budget plan does not provide CSU with additional state General Fund support in 2025‑26 and the state is facing a projected budget deficit in 2026‑27, we recommend the Legislature hold CSU’s resident enrollment expectation flat at its existing 2024‑25 level for 2025‑26 and 2026‑27.
