The majority of funding for CDPH has been from federal and state special funds, which typically specify, and therefore limit, the particular activities the department can support from these funds.

Mental Health Services Act: Revenue Volatility and the Governor’s Proposal to Reduce Allowable County Reserves

Jul 13, 2023 - In the case of MHSA revenues that flow to counties, revenues declined on a year-over-year ba sis in 8 out of 15 fiscal years between 2007-08 and 2022-23. This experience shows that MHSA revenues decline during both economic expansions as well as recessions.
